Terms of Reference

MEMBERSHIP

  • The Sub-Committee shall be delegated with all such powers of the Committee to deal with membership matters in accordance with the Memorandum and Articles, the Bye-Laws and any directions which may be given by the Committee from time to time.  In addition, the Sub-Committee shall review all applications for membership, recommend to the Committee whether any candidate should be admitted or rejected with reasons supporting any recommendation or rejection, and formulate a prescribed code of conduct for Members and to suggest any revisions from time to time for the better administration of the Club’s Membership affairs.
  • The role of the Sub-Committee is to recommend a course of action to be adopted by the Management Committee, and it will have no power to reject any candidate for Membership.
  • The Sub-Committee shall meet as often as may be necessary for the despatch of its business, but in any event at least once in every three (3) months to consider any application from any eligible person to be a Member.
  • The Sub-Committee shall deal with each application for Membership in order of its receipt by the Club.
  • In determining whether to recommend a candidate to be elected to Membership, the Sub-Committee shall take into account inter alia the primary objects of the Club as set out in the Memorandum and Articles, any objections received from Members when the name of such a candidate is posted at the Club House pursuant to Article 8 of the Memorandum and Articles and the past practices of the Club in admitting any person to Membership.  Subject as aforesaid, the Sub-Committee shall be entitled to use such criteria as it generally deems fit to determine the fitness of a person for Membership.
  • The Sub-Committee may at its discretion request any candidate for Membership to attend an interview prior to his election.

 

FINANCE

  • Timely preparation of the financial statements and proper maintenance of the accounting records.
  • Timely preparation and presentation of the Club’s operating and capital budgets and ensuring strict compliance through effective monitoring and supervision.
  • Review the Club’s financial and other related operations and ensuring compliance with the Club’s system and procedures.
  • Ensure a sound cash management system by improving and implement strict controls on the Club’s collections and payment procedures.
  • Monitor and control Fruit Machine Room operations.
  • Ensure compliance and review related Bye-Laws of the Club:
     i) Members’ Accounts – ensuring the collection and other related matters of members’ accounts are in compliance with the Bye-Laws.
     ii) Statutory compliance of the Annual Report and taxation.

 

DISCIPLINE 

  • To deal with any complaint concerning the conduct of any member that may constitute an infringement of the Articles, Rules or Bye-Laws of the Club, in accordance with the Bye-Laws Governing Discipline Procedures. 
     

COMPETITIONS, RULES & HANDICAPPING 

  • Operational Systems & Procedures - adequate documentation and review and dissemination where applicable.
  • Departmental Budget - preparation of annual budget and control thereof.
  • Organise Golf Competitions including Inter Club Team Friendlies and maximise participation.
  • Private Competitions and golfing guests – maximise returns and control.
  • Regulate Competition Rules - periodic review and dissemination where applicable.
  • Regulate fees - greens, competitions and package to maximise returns and periodic review. 
  • Prizes - regulate and fix prizes for club organised competitions including inter team friendlies.
  • Annual Calendar - timely preparation and dissemination.
  • Course Rating – co-ordinate with course superintendent to fix daily rating including pin placement and dissemination thereof.
  • Golf Bye-Laws - regulate, review, update and disseminate.
  • Regulate Members' Golf Handicap - strict compliance with prevailing USGA/R&A Rules, including assignment where necessary and monthly dissemination of  members' handicaps.
     

COURSE & GROUNDS 

  • Operational system and procedures – adequate documentation and a review where applicable for dissemination.
  • Preparation of annual budget and control thereof.
  • Preparation of course and greens – ensuring good playing conditions at all times.  Co-ordinate with Competitions Sub-Committee on course rating.
  • Maintenance of KGNS grounds and open spaces including car parks, landscapes – ensuring they are well kept, clean and beautiful where necessary.
  • Provision of resources including machines and equipment – adequate at all times, and co-ordinate with Administration for purchases.
  • Regulate and enforce golfing – to co-ordinate with Competitions Sub-Committee on closure of courses for maintenance, and use of buggies during inclement weather.
  • Maintenance of vehicles and machines including storage – ensuring they are in good working condition at all times.
  • Co-ordinate with Development & Maintenance Sub-Committee in planning and development of new fixed physical structures (halfway huts, pergolas, concrete ponds, etc.).

BUGGIES, CADDIES & DRIVING RANGE / JUNIOR GOLF PROGRAMME

  • Operational System of Procedures – adequate documentation and review and where applicable, dissemination.
  • Departmental Budget – preparation of annual budget and control thereof.
  • Regulate fee – periodic review.
  • Caddy Management – provision of trained caddies as well as efficient and courteous services.
  • Buggies – ensuring the expected needs and requirements of members hiring buggies from the operator are satisfactorily fulfilled.
  • Driving Range – oversee the operation and ensure rules and regulations are implemented.
  • Develop and implement Junior Golfers Programme by promoting and encouraging golfing amongst children of members, including participation in appropriate competition.

 

FOOD & BEVERAGE

  • Operational systems and procedures – adequate documentation and review and where applicable dissemination.
  • Departmental budget – prepare annual budget and control thereof.
  • Regulate appropriate Bye-Laws – strict compliance, review and dissemination.
  • Manage all F&B outlets – facilities are conducive and services are effective and efficient.  To regulate prices in providing quality and wholesome food and beverages.
  • Strict supervision of privatized outlets in ensuring quality and variety at reasonable prices for food & beverages served to maximize returns.
  • Rendering fast and efficient service to KGNS members and their guests.
  • Monitoring hygiene and cleanliness practices at all times including ridding of cockroaches, cats, mice, etc.
  • Aggressive marketing of Banqueting and Seminar facilities to generate revenue in ensuring returns for the Club’s profitability and longevity.
  • Monitoring supplies and requisitions in ensuring the smooth operations of all F&B outlets.
  • Monitoring of all equipment, fittings, furniture, utensils, crockery, glassware, linen, etc. in ensuring they are in good order and clean at all times.
  • Conduct motivational and educational sessions to reinforce knowledge with regards to the service standards set by the Club Management.
  • Assist in organizing and participation in all the Club’s social events.

 

HOUSE & MAINTENANCE

  • Preparation of departmental budget and control thereof.
  • Regulate and review related Bye-Laws and dissemination thereof.
  • Maintenance of buildings and infrastructure. In good repair and presentable conditions at all times (presentable includes beautification of the clubhouse).
  • Supply and maintenance of furniture, fittings, equipment and office machines – supply and all buildings and offices are reasonably equipped to provide a comfortable atmosphere and effective and efficient services and maintained in good order at all times.
  • Supply of stationery, towels, toiletries, etc. including storage.
  • Provision of effective and efficient services at all times.
  • Be responsible on repairs and maintenance of all Club physical buildings including golf course structures such as all half way huts and pergolas.

SOCIAL & RECREATION

Social

  • Operational Systems & Procedures – adequate documentation, review where applicable dissemination.
  • Preparation on annual budget and control thereof.
  • Regulate related by-laws.
  • Organize and conduct all social activities for members and their families.
  • Regulate and monitor all activities, events, competitions, socials and such activities relating to Karaoke, whether in-house or inter-clubs.

    Recreation
  • Operational Systems & Procedures – adequate documentation, review where applicable dissemination.
  • Preparation on annual budget and control thereof.
  • Regulate related by-laws.
  • Organize and conduct all recreational including indoor and outdoor activities for member and their families.
  • Gymnasium – ensure facilities and equipment are adequate and in good order at all times.
  • 6) Library – regulate use and ensure adequate and up-to-date reading materials are available.
  • 7) Regulate fees and conditions use on all recreational facilities.

 

ADMINISTRATION

  • Administrative system and procedures – adequate documentation and review and where applicable dissemination.
  • Bye-Laws – regulate and review related Bye-Laws and dissemination thereof.
  • Security – all Club properties are secured at all times against theft, break-ins, trespassers, fire, etc.
  • Traffic arrangements – effective, efficient and systematic traffic flow within the Club property and all parking lots appropriately marked and vehicles parked accordingly.  Appropriate signages are put up to direct members and visitors.
  • Insurance – property and third party – reduce exposure.
  • M&A and Bye-Laws – co-ordination and review, update and dissemination.
  • Organise and improve the efficiency of the Club’s operations through computerisation.
  • Responsible for the formulation of an effective Organization Structure with an optimum deployment of human resources to cater for the needs of the Club’s efficient operations.  A job description for each position shall be available.
  • Responsible for and providing assistance to the respective operations in the recruitment, selection and placement of human personnel.
  • Establish a fair and competitive compensation and benefits package commensurate with the responsibilities of the job, qualification/experience and skills required.  Changes must be made in the light of changing market conditions.
  • Maintenance of proper payroll and personnel system.
  • Establish training programmes on a continuous basis for the employees in order to improve their productivity and level of skills.
  • Establish a performance appraisal system with performance and productivity being the main criteria for improved compensation and promotions.
  • Develop written rules and procedures (and review on a timely basis) to regulate employees’ discipline and enforce their compliance fairly.
  • Develop loyalty of the employees to the Club through appropriate activities and practices that would enhance it.
  • Establish a sound machinery in the Club’s industrial relations with the Union which must be objectively guided by the principle of fairness for both the employees and the Club in the short term as well as the long term.
  • Control over its Departmental Budget and successful implementation of the plans.
